Technical Regulation of the Customs Union 034/2013 "On safety of meat and meat products"

Technical Regulation of the Customs Union 034/2013 "On safety of meat and meat products" was adopted by the the EEC Decision № 68 on October 9, 2013, and came into force on May 1, 2014.

Scope of application

The subjects of the CU TR 034/2013 are the following products:

  • Meat;
  • by-products;
  • crude fat;
  • blood, bones, and products of its processing;
  • raw casings;
  • collagen-containing raw materials;
  • meat and meat-containing products from meat;
  • sausages;
  • meat and meat-containing semi-finished products and precooked products;
  • canned meat-containing preserves;
  • meat-containing broths;
  • dry meat and meat-containing products;
  • products from pork fat;
  • meat products for baby food;
  • processes of production, storage, transportation, marketing, and utilization of and meat products.


The CU TR 034/2013 does not apply to:

  • slaughter products and meat products manufactured by citizens in home conditions;
  • specialized meat products;
  • poultry meat and products of its processing;
  • food supplements and biologically active supplements to food, drugs, animal feeds, products not intended for food purposes;
  • food products of public food service establishments;
  • food products where the concentration of meat ingredients is less than 5 percent;
  • processes of production, storage, transportation, and utilization of slaughter products and meat products.

Confirmation of conformity

Confirmation of conformity of meat and meat products is conducted in the forms of:

  • Declaration of Conformity;
  • State registration;
  • State control (supervision)
