Technical Regulation of the Customs Union 003/2011 "On railway transport infrastructure safety"

Technical Regulations of the Customs Union 003/2011 was adopted by the CCU Decision № 710 of July 9, 2011, and came into force on August 2, 2014.

Scope of application

The CU TR 003/2011 applies to rail infrastructure, including the common and uncommon, which includes:

  • subsystem of the railway infrastructure (such as railway track, rail power supply, railway telecommunications, station buildings, railroad installations);
  • components of the subsystems of the railway transport infrastructure.

These CU TR does not apply to:

  • rail infrastructure produced for trains with speed over 200 km/h;
  • rail infrastructure of rail transport organizations, is designed to move people and property in the territory of the organization and execution of the operations with railway rolling stock for their own needs organizations.

Confirmation of сompliance

Conformity assessment of the railway transport infrastructure is carried out in the form of:

  • Certificate of Conformity (for example, telemechanic equipment, reinforced-concrete sleepers);
  • Declaration of conformity (for example, screw track-spike, timber sleepers).

Technical Regulations 004/2011 "On the safety of low-voltage equipment"

Technical Regulations 004/2011 "On the safety of low-voltage equipment" was adopted by the Decision of the Commission of the Customs Union (hereinafter - CCU) №768 of August 16, 2011 and came into force on February 15, 2013.

Scope of application

Objects of the Technical Regulations 004/2011 are low-voltage electrical equipment suitable for use at nominal voltage of 50 to 1000 V (inclusive) alternating current (AC) and of 75 to 1500 V (inclusive) direct current (DC), such as:

  • Household equipment (refrigerators, dishwashing machines, vacuum cleaners, microwaves);
  • electrical apparatus (switches, relays, fuses, plugs, sockets, connectors);
  • personal computers;
  • electric hand tools;
  • electro musical instruments;
  • cables, wires and cords;
  • etc.

CU TR does not apply to:

  • equipment for operation in explosive atmospheres;
  • medical equipment;
  • electrics of lifts and elevators (except electrical machinery);
  • electric equipment with defense purposes;
  • control equipment for grazing fences;
  • electric equipment for use on air, water, ground and underground transports;
  • electric equipment produced for safety systems of reactor units of atomic power stations.

Following two documents confirm that low-voltage equipment conforms to Technical Regulations 010/2011:

  • Declaration of Conformity;

Technical Regulations of the Customs Union 005/2011 "On packaging safety"

Technical Regulations of the Customs Union 005/2011 "On packaging safety"was adopted by the CCU Decision № 769 of August 16, 2011, and came into force on July 1, 2012.

Scope of application

The CU TR "On packaging safety" covers all types of packaging, including closures, constituting ready-made products, released into circulation on the customs territory of the EEU, irrespective of the country of origin.
Packaging is classified according to the used materials into the following types:

  • metal;
  • polymeric;
  • paper and cardboard;
  • glass;
  • wooden;
  • composite;
  • textile;
  • ceramic.

Closures is classified according to the used materials as follows:

  • metal;
  • cork;
  • polymeric;
  • composite;
  • cardboard.

The CU TR 005/2011 doesn’t cover packaging for medical devices, medicines, pharmaceutical products, tobacco products, and hazardous goods.

Confirmation of compliance

Conformity of packaging to Technical Regulation is made in the form of declaration (Declaration of Conformity.

Technical Regulations of the Customs Union 006/2011 "On safety of pyrotechnic products"

Technical Regulations of the Customs Union 006/2011 "On safety of pyrotechnic products" was adopted by the CCU Decision № 770 of August 16, 2011, and came into force on February 15, 2012.

Scope of application

The CU TR 006/2011 applies to the following goods:

  • pyrotechnic products destined for household and industrial use;
  • pyrotechnic matches;
  • signaling and lighting pyrotechnic products;
  • fireworks;
  • pyrotechnic products for tourism (for heating food);
  • etc.

Confirmation of compliance

Following two documents confirm that pyrotechnic products conforms to Technical Regulations 010/2011:

  • Certificate of Conformity;
  • Declaration of Conformity;

Technical Regulations of the Customs Union 007/2011 "On safety of products for children and teenagers"

Technical Regulations of the Customs Union 007/2011 "On safety of products for children and teenagers was adopted by the CCU Decision № 797 of Septembers 23, 2011, and came into force on July 1, 2012.

Scope of application

This Technical Regulation includes following products:

  • products for the care of children (milk nipples, utensils, hygiene and clothing accessories, cutlery, toothbrushes;
  • clothing of leather and fur, finished custom-made textiles;
  • shoes, baby carriage, bicycles;
  • books, magazines and school supplies.

CU TR "On safety of products for children and teenagers" does not apply to:

  • medical products;
  • baby food;
  • perfumes and cosmetics;
  • sporting goods and equipment;
  • textbooks, electronic school issues;
  • toys, board games;
  • furniture;
  • custom-made products.

CU TR establishes mandatory requirements for the safety of products in terms of chemical, biological, mechanical and thermal standards to protect the lives and health of children for and teenagers.

Confirmation of Compliance

Following two documents confirm that products for children and teenagers conforms to Technical Regulations 010/2011:

  • Certificate of Conformity;
  • Declaration of Conformity;
  • State registration with the subsequent Declaration of Conformity (for milk nipples, utensils, nappies, cotton sticks, etc.).

Technical Regulations of the Customs Union 008/2011 "On safety of toys"

Technical Regulations of the Customs Union 008/2011 "On safety of toys" was adopted by the CCU Decision (Commission of the Customs Union) № 798 of September, 23 2011, and came into force on July 1, 2012.

Scope of application

This Technical Regulation applies to all toys produced in the Eurasian economic union (EEU) or being imported into the EEU (for example, dolls, toy musical instruments, puzzles, children's balls, plasticine, swimming pools for children, etc).

CU TR doesn’t cover:

  • sports equipment;
  • сhristmas-tree decorations;
  • equipment for children's playgrounds;
  • imitation jewelry for children;
  • playing slot-machines;
  • puzzles containing more than 500 details;
  • playing slot-machines;
  • catapults and throwers;
  • scale models for collecting not intended for children under 14 years old;
  • etc.

CU TR "On Safety of toys" doesn’t apply to toys made by individual order and exhibition samples / are not regarded as toys, as well as to custom-made toys, exhibition samples.

Confirmation of compliance

Conformity of toys to Technical Regulation is made in the form of certification (Certificate of Conformity).

Technical Regulations of the Customs Union 009/2011 "On safety of cosmetic products"

Technical Regulations of the Customs Union 009/2011 "On safety of cosmetic products" was adopted by the CCU Decision № 799 of September 23, 2011 and came into force on July 1, 2012.

Scope of application

The Technical Regulation covers all perfume and cosmetic products, released into circulation on the customs territory of the EEU.
CU TR does not cover:

  • products for ingestion, inhalation, injection or implantation into the human body;
  • means for tattoo;
  • products used to diagnose and treat disease.

Confirmation of compliance

Conformity of cosmetic products is made in the forms:

  • Declaration of Conformity (for perfume, lipstick, shampoo, soup, hair spray, etc.)
  • State registration (for tanning, beauty products for lightening of the skin, baby cosmetics, hair color, beauty products for hair removal, etc.).

(Cosmetic products are made with nanomaterials are also subject to State Registration).

Technical Regulations of the Customs Union 010/2011 "On safety of machinery and equipment"

Technical Regulations of the Customs Union 010/2011 "On safety of machinery and equipment" was adopted by the CCU Decision № 823 of October 18, 2011, and came into force on February 15, 2013.

Scope of application

This Technical Regulation establishes requirements safety of machines and equipment extends to machines in circulation at the common customs territory of the EEU.

The CU TR does not apply to the following types of machines and equipment:

  • machines and equipment used for medical purposes (diagnostic, therapeutic, orthopedic, dental, surgical equipment);
  • Machines and equipment used for nuclear energy;
  • wheeled vehicles;
  • sea and river transport vehicles;
  • aircraft and spacecraft;
  • railway equipment and railway transport infrastructure;
  • attractions;
  • weapons and military equipment;
  • machines and equipment intended for use by persons with disabilities;
  • agricultural and forestry tractors and trailers;
  • drilling platforms.

Technical Regulations of the Customs Union 012/2011 "On safety of the equipment for operation in explosive atmospheres"

Technical Regulations of the Customs Union 012/2011 "On safety of the equipment for operation in explosive atmospheres" was adopted by the CCU Decision № 825 of December 18, 2011, and came into force on February 15, 2013.

Scope of application

The CU TR 012/2011 applies to electrical equipment including ex-components and non-electrical equipment for explosion hazardous environment operations.

Ex-component - is a device which provides safe operations in explosion hazardous environment. The device is not intended for stand-alone operation.
Technical Regulation 012/2011 is not applicable for:

  • Medical products;
  • equipment that could turn unsafe if explosion hazardous substances and/or unstable chemical mixtures are present;
  • domestic appliances if explosion hazardous environment develops due to leak of fuel gas;
  • personal protective equipment;
  • sea vessels, inland water ships, mobile offshore and drilling platforms for sea and inland water operations;
  • nuclear weapons.

Mark of explosion safety

Ex-proof equipment and Ex-components are characterized by having special labeling. The basic size of EX-mark must be at least 10 mm. Picture of the EX-mark must be stand out against a background on ex-proof equipment and Ex-components.

Confirmation of compliance

Assessment of conformity of the equipment for operation in explosive atmospheres is conducted in a form of Certificate of Conformity.

Technical Regulations of the Customs Union 015/2011 "On safety of grain"

Technical Regulations of the Customs Union 015/2011 was adopted by the Decision of the CCU № 874 of December 9, 2011, and came into force on July 1, 2013.

Scope of application

Grain – the fruits of cereals, beans and oilseeds used for food and feed purposes (for example, oats, barley, pea, kidney bean, rape, soy, etc.).

The CU TR 015/2011 applies to grain released into circulation on the customs territory of the EEC and used for food and feed purposes.
This CU TR does not cover to grain intended for seed purposes, and products of grain processing.

Confirmation of Compliance

Conformity assessment of the grain is carried out in the form of:

  • State control (supervision);
  • Declaration of conformity.

Technical Regulations of the Customs Union 016/2011 "On safety of the equipment operating on gaseous fuel"

Technical Regulations of the Customs Union 016/2011 was adopted by the CCU Decision № 875 of December 9, 2011, and came into force on February 15, 2013.

Scope of application

The CU TR covers gas-using equipment released into circulation on the customs territory of the EEU.

The gas-using equipment is understood as:

  • equipment for cooking, heating and domestic hot water system;
  • block automatic burners;
  • devices for incorporation in equipment (control, regulation, and safety devices).

The CU TR 016/2011 does not apply to:

  • steam boilers with steam pressure over 0.07 MPa and water-heating boilers with water temperature over 115 °С;
  • equipment using in industrial undertakings;
  • equipment using gas as a motor fuel.

Definitions

Gaseous fuel – fuel which is in a gaseous state at a temperature of 15 ° C and atmospheric pressure 101.325 kPa.
Circulation of the gas-using equipment on the market – processes of transition gas-powered equipment from the manufacturer to the consumer (user) after the completion of its production.

Confirmation of compliance

Assessment of conformity of gas-using equipment with the requirements CU TR 016/2011 is conducted in a form of Declaration of Conformity and Certification of Conformity.

Technical Regulations of the Customs Union 017/2011 "On safety of products of light industry"

Technical Regulations of the Customs Union 017/2011 "On safety of products of light industry" was adopted by the CCU Decision № 876 of December 9, 2011, and came into force on July 1, 2012.

Scope of application

CU TR 017/2011 covers following goods:

  • Clothes;
  • leather, fur (fake and natural);
  • shoes;
  • hats, caps;
  • carpets;
  • felt;
  • etc.

CU TR 017/2011 does not apply to:

  • pre-owned goods;
  • medical products (for example, medical mask);
  • products are made to private orders;
  • personal protective means (for example, helmets);
  • products for children and teenagers;
  • textiles packaging;
  • souvenirs and art objects;
  • sport outfit;
  • wigs, false moustache and beard.

Confirmation of compliance

Following two documents confirm that products of light industry conform to Technical Regulations 020/2011:

  • Certificate of Conformity;
  • Declaration of Conformity.

Technical Regulations of the Customs Union 018/2011 "On safety of wheeled vehicles"

Technical Regulations of the Customs Union 018/2011 was adopted by the CCU Decision № 877 of December 9, 2011, and came into force on January 1, 2015.

Scope of application

The objects of the CU TR 018/2011 are following:

  • wheeled vehicles of categories L, M, N and O designed for use on public roads (motor bicycle, bike, ATV, buses, trolleys, trailers, fire trucks, vans and etc);
  • components of vehicles that have an impact on the safety of vehicles (motorcar engines, clack valves, filters, hoses, wheels, auto-tyres, vehicle glasses, headlamps, helmets and etc).

A detailed list of products subject to CU TR 018/2011 is indicated in Annex No. 1 of this CU TR.

The CU TR does not cover to vehicles:

  • having a maximum speed of not more than 25 km / h;
  • intended only for participation in competitive sports;
  • categories L and M1 with the release date of which has passed 30 years or more and categories M2, M3 and N, not intended for commercial transportation of passengers and cargo, with the release date of which has been 50 years or more (with the original engine, bodywork and frame);
  • imported into the common сustoms territory of the EEU, for a period not exceeding 6 months;
  • imported into the common customs territory of the EEU as the personal property of individuals who are recognized as refugees or internally displaced persons;
  • belonging to the diplomatic and consular missions, international organizations as well as staff of these offices organizations and their families;
  • off-road heavy motor truck.

Confirmation of Compliance

Assessment conformity of the objects of the CU TR 018/2011 is held in the form:

  • Type approval;
  • Declaration of Conformity;
  • Certificate of Conformity.

Technical Regulations of the Customs Union 019/2011 "On safety of personal protective equipment"

Technical Regulations of the Customs Union 019/2011 was adopted by the CCU Decision № 878 of December 9, 2011, and came into force on June 1, 2012.

Scope of application

The CU TR 019/2011 applies to new (have not previously been in operation) personal protective equipment released into circulation on the custom territory of the EEU.

Types of personal protective equipment, which are subject of the CU TR 019/2011 listed in below:

  • PPE against mechanical effects (for example, PPE feet, hand, head, eyes, face – special shoes, gloves, helmet, glasses, facial shields, etc.);
  • PPE against chemical factors (for example, respiratory tract, filter mask);
  • PPE against radiation factors;
  • PPE against high and (or) low temperatures;
  • PPE against electric shock;
  • special signal wear;
  • PPE integrated;
  • PPE dermatological.

The CU TR 019/2011 does not cover to the following types of PPE:

  • PPE using for sports;
  • PPE designed for fire departments;
  • PPE for use in aviation, space technology and underwater operations;
  • PPE designed for medical purposes;
  • PPE used as samples for exhibitions and fairs.

Definitions

Personal protective equipment – special means for prevention or reducing harmful effects on human and (or) hazards.

Safety personal protective equipment - means human safety when exposed to dangerous factors in the operation of personal protective equipment listed below:

  • General industrial pollution;
  • mechanical effects general industrial pollution;
  • harmful chemicals;
  • Ionizing and non-ionizing radiation;
  • effects of increased (decreased) temperature;
  • impact of electric current, electric and electromagnetic fields;
  • impact of biological agents (microorganisms, insects);
  • low visibility.

Confirmation of compliance

Conformity assessment of the personal protective equipment is carried out in the form of:

  • Certificate of Conformity;
  • Declaration of conformity.

Technical Regulations of the Customs Union 020/2011 "Electromagnetic compatibility of technical devices"

Technical Regulations of the Customs Union 020/2011 "Electromagnetic compatibility of technical devices" was adopted by the CCU Decision № 879 of December 9, 2011, and came into force on February 15, 2013.

Scope of application

The CU TR applies to technical devices that can cause electromagnetic interference and (or) quality of operation of which depends on the influence of external electromagnetic.
Objects of the CU TR 020/2011 are as follows:

  • Household equipment (refrigerators, dishwashing machines, vacuum cleaners, microwaves, etc.);
  • personal computers and technical devices connected to computers (printers, scanners, monitors uninterruptable power supply);
  • electric hand tools;
  • electro musical instruments.

The CU TR 020/2011 does not cover:

  • technical devices are not intended for independent use (as their parts of other technical equipment);
  • passive about electromagnetic compatibility;
  • not included in the list of products which are adopted by the CCU Decision No 526 of January 28, 2011 of January 28, 2011.

Definitions

Electromagnetic compatibility - the ability of the technical means to operate with a given quality at a given electromagnetic environment and does not cause harmful electromagnetic interference with other technical means.

Electromagnetic interference - electromagnetic phenomenon or process that reduces or may reduce the quality of its facilities.

Technical device, passive about electromagnetic compatibility - technical means, which, by of its design and functionality, if used without additional protection against electromagnetic interference, does not create electromagnetic interference that violate operation of communications and other means in accordance with their intended purpose.

Technical Regulations of the Customs Union 021/2011 "On foodstuff safety"

Technical Regulations of the Customs Union 021/2011 "On foodstuff safety" was adopted by the CCU Decision № 880 of December 9, 2011, and came into force on July 1, 2013.

Scope of application

The objects of these Technical regulations are:

  • Food products;
  • manufacturing, storage, transportation, realization and utilization processes of food products.

CU TR 021 /2011 does not apply to food products produced by the citizens at home and to processes of manufacturing, storage, transportation and utilization of food products.

Confirmation of compliance

Confirmation of conformity of food products to the requirements of the CU TR 021/2011 are conducted in the forms of:

  • Declaration of Conformity;
  • State registration;
  • Veterinary-and-sanitary expertise (for non-processed food products of animal origin honey, eggs, raw milk, etc.).

Technical Regulations of the Customs Union 022/2011 "Technical Regulations on food product labeling"

Technical Regulations of the Customs Union 022/2011 "Technical Regulations on food product labeling" was adopted by the CCU Decision № 881 of December 9, 2011, and came into force on July 1, 2013.

Scope of application

The Technical Regulation 022/2011 applies to labeling of food products released in circulation in the EEU.
In the application of this Technical Regulation should be considered requirements of CU TR for certain types of food products in terms of their labeling (for example, Technical regulation for fat and oil products, CU TR «On safety of milk and dairy products»).

The CU TR does not cover to:

  • Food products produced by public catering enterprises for consumption at the production location
  • homemade food which is cooked not for sale.

Аccording to the CU TR labeling of packaged food products must be include the following information:

  • Name of food products;
  • ingredients of food products;
  • quantity;
  • manufacture date of food products
  • product shelf life;
  • storage conditions;
  • name and location of the food products manufacturer;
  • recommendations and (or) restrictions on use;
  • nutrition value indicators of food products;
  • information about the presence in food ingredients, produced using genetically modified; organisms (GMO);
  • the common mark of products (EAC).

"Technical regulation on fruit and vegetable juice products" 023/2011

"Technical regulation on fruit and vegetable juice products" 023/2011 was adopted by the CCU Decision № 882 of December 9, 2011, and came into force on July 1, 2013.

Scope of application

The Technical Regulation 023/2011 applies to fruit and (or) vegetable juice products released in circulation in the EEU.
The objects of this CU TR 023/2011 are the following kinds of juice products:

  • Freshly-pressed juice;
  • reconstituted juice;
  • juice concentrate;
  • diffused juice;
  • fruit and (or) vegetable nectar;
  • fruit and (or) vegetable juice-containing drinks;
  • mors, concentrated mors;
  • fruit and (or) vegetable purée;
  • flavouring fruit or vegetable substances;
  • cells of citrus fruits;
  • fruit and (or) vegetable pulp.

This CU TR does not cover to fruit and (or) vegetable juice products produced by citizens at home, private farms or by citizens dealing with horticulture and gardening.

Confirmation of compliance

Assessment of conformity of fruit and (or) vegetable juice products with the requirements CU TR 023/2011 is conducted in accordance with Technical Regulation of the Customs Union on food stuff safety in a form of:

  • Confirmation of conformity of such products with the requirements established by this CU TR;
  • State registration;
  • State control (supervision).

"Technical regulation for fat and oil products" 024/2011

"Technical regulation for fat and oil products" 024/2011 was adopted by the CCU Decision № 883 of December 9, 2011, and came into force on July 1, 2013.

Scope of application

CU TR 024/2011 applies to fat and oil products released into circulation on the territory of the EAEU. The objects of this CU TR are the following fat and oil products:

  • Vegetable oils;
  • margarines;
  • butter, spread;
  • cooking, confectionery and bakery fats;
  • milk fat replacers;
  • cocoa butter equivalents;
  • sauces based on vegetable oils;
  • mayonnaises and mayonnaise sauces;
  • vegetable oil-based creams;
  • natural crude glycerin;
  • laundry soap;
  • etc.

The CU TR does not cover to:

  • fat and oil products of the non-industrial production, except for vegetable oil;
  • non-food fat and oil products, except for natural crude glycerin and laundry soap.

Confirmation of compliance

Following three documents confirm that products of light industry conforms to Technical Regulations 020/2011:

  • Declaration of Conformity;
  • State control (supervision);
  • State registration of fat and oil products of a new type.

Technical Regulations of the Customs Union 025/2012 "Оn the safety of furniture"

Technical Regulations of the Customs Union 025/2012 "Оn the safety of furniture" was adopted by the CCU Decision № 32 of June 15, 2012, and came into force on July 1, 2013.

Scope of application

The CU TR 025/2012 applies to furniture for home public spaces:

  • Tables (dinner table, desks);
  • chairs, sofas;
  • beds, mattresses;
  • bookcases cupboards, etc.;
  • furniture for children.

The list of products subject to CU TR 025/2012 is indicated in Annex №1 of this Technical Regulation.

The CU TR 025/2012 does not cover:

  • Medical furniture;
  • furniture intended for use on air, ground and underground transport;
  • antique furniture;
  • pre-owned furniture;
  • furniture samples destined for exhibitions.

Technical Regulations of the Customs Union 029/2012 "Safety requirements for food additives, flavours and a technological aids"

Technical Regulations of the Customs Union 029/2012 was adopted by the Decision of the Council of the Eurasian Economic Commission № 58 of July 20, 2012, and came into force on July 1, 2013.

Scope of application

The subjects of CU TR are the following items released in circulation in the customs territory of the EEU:

  • food additives, complex food additives;
  • flavorings;
  • technological processing aid;
  • products with regard to the content therein of food additives and flavorings;
  • processes of production, storage, transportation, sale and disposal of food additives, flavorings and technological aids.

The CU TR does not apply to the processes of production, storage, transportation, sale, disposal and application of food additives, flavorings and technological aids, carried out by citizens in home conditions.

Definitions

Food flavoring (flavoring) – flavoring substance, not used directly for human food and designated for rendering flavor and (or) taste to food products (except for sweet, sour and salty products).

Food additive – any substance usually not used directly in food, used in production of foods products for a technological purpose to ensure the processes of manufacturing, transportation and storage.

Technological aid – substance which, not being components of food products, are used upon processing of food raw materials and (or) upon production of food products.

Assessment of conformity of food additives, flavorings and technological aids to the requirements of the CU TR 029/2011 are conducted in the forms of:

  • Declaration of Conformity;
  • State registration;
  • Veterinary-and-sanitary expertise.

Technical Regulations of the Customs Union 030/2012 "On requirements for lubricants, oils and special fluids"

Technical Regulations of the Customs Union 030/2012 was adopted by the EEC Decision № 59 of July 20, 2012, and came into force on March 1, 2014.

Scope of application

This Technical Regulations applies to:

  • organic lubricating oils (motor, transmission, hydraulic, industrial, compressor, turbine, anticorrosion oils and etc.);
  • plastic oils;
  • special liquids (cooling, break fluids);
  • waste products.

CU TR covers to following lubricants, oils and special liquids:

  • delivered by the state defense order;
  • exported out of the of the customs territory EEU;
  • oils of vegetable and animal origin;
  • stored in organizations which ensure the integrity of state material reserve;
  • obtained as a result of high temperature distillation;
  • intended for the perfumes and cosmetic products, medical products, and medicine.

Definitions

Oils – liquid of petroleum or synthetic (semi-synthetic) origin using as lubricant.

Technical Regulations of the Customs Union 032/2013 "On safety of high pressure equipment"

Technical Regulations of the Customs Union 032/2013 was adopted by the EEC Decision № 41 of July 2, 2011, and came into force on February 1, 2014.

Scope of application

The CU TR applies for following types of equipment:

  • vessels for gases, liquefied gases dissolved under pressure and vapors having a maximum allowable operating pressure exceeding 20 MPa;
  • vessels for gases, liquefied gases dissolved under pressure and vapors having a maximum allowable operating pressure exceeding 100 MPa;
  • vessels designed for liquids used for the equipment having a maximum allowable operating pressure of above 0.05 MPa, a capacity of more than 0,001 cubic meter, a maximum allowable operating pressure exceeding 50.0 MPa, with a capacity of 0.001 cubic meter and less;
  • vessels designed for liquids used for the equipment having a maximum allowable operating pressure of above 1.0 MPa, a capacity of more than 0,01 cubic meter, a maximum allowable operating pressure exceeding 100.0 MPa, with a capacity of 0.01 cubic meter and less;
  • boilers designed to produce hot water at a temperature above 110 °C;
  • pipelines;
  • components of high pressure equipment;
  • valves;
  • hyperbaric chamber (except single medical ones).

The CU TR 032/2013 does not cover:

  • The pipelines intended for transportation of gas, oil;
  • gas distribution and gas consumption networks;
  • equipment designed for use in the field of nuclear energy;
  • equipment designed for use on sea and river vessels;
  • braking equipment of railway vehicles, motor transport and other vehicles;
  • vessels designed for use on airplanes and other aircraft;
  • defense equipment;
  • machine parts which are not separate vessels;
  • single medical hyperbaric chambers;
  • equipment with aerosol sprays;
  • shells of high voltage electrical equipment;
  • capacity or siphons for carbonated beverages;
  • and etc.

Assessment of conformity of gas-using equipment with the requirements CU TR 016/2011 is conducted in a form of Declaration of Conformity and Certification of Conformity.

Technical Regulations of the Customs Union 033/2013 "On safety of milk and dairy products"

Technical Regulations of the Customs Union 033/2013 "On safety of milk and dairy products" was adopted by the Eurasian Economic Commission (EEC) Decision № 67 of October 9, 2013, and came into force on May 1, 2014.

Scope of application

The Technical Regulation covers milk and dairy products released into circulation in the customs territory of the EEU, as well as the processes of their production, storage, transportation, marketing (sales) and disposal (raw milk, composite dairy products, milk-containing products, milk-based products for baby food. Technical Regulation 033/2013 does not cover the following products:

  • Milk products based on milk and dairy products intended for using in specialized food (except milk and dairy products for baby food);
  • culinary and confectionery products, food and biologically active supplements (BAD), drugs, animal feeds, nonfood manufactured based on milk and dairy products;
  • home-made milk and dairy products.

Confirmation of compliance

Confirmation of conformity of milk and dairy products to the requirements of Technical Regulation 033/2013 is conducted in the following ways:

  • Declaration of Conformity;
  • State registration;
  • Veterinary-and-sanitary examination (for raw milk, raw skimmed milk and raw cream supplied to establishments for further processing).

Technical Regulations of the Customs Union 034/2013 "On safety of meat and meat products"

Technical Regulations of the Customs Union 034/2013 was adopted by the by the Decision of the Council of the Eurasian Economic Commission № 68 of October 9, 2013, and came into force on May 1, 2014.

Scope of application

The subjects of the CU TR 034/2013 are the following:

  • Meat;
  • by-products;
  • crude fat;
  • blood, bones, and products of its processing;
  • raw casings;
  • collagen-containing raw materials;
  • meat and meat-containing products from meat;
  • sausages;
  • meat and meat-containing semi-finished products and precooked products;
  • canned meat and meat-containing preserves;
  • meat and meat-containing broths;
  • dry meat and meat-containing products;
  • products from pork fat;
  • meat products for baby food;
  • processes of production, storage, transportation, marketing, and utilization of and meat products.

The CU TR 034/2013 does not apply to:

  • slaughter products and meat products manufactured by citizens in home conditions;
  • specialized meat products;
  • poultry meat and products of its processing;
  • food supplements and biologically active supplements to food, drugs, animal feeds, products not intended for food purposes;
  • food products of public food service establishments;
  • food products where the concentration of meat ingredients is less than 5 percent;
  • processes of production, storage, transportation, and utilization of slaughter products and meat products.

Assessment of conformity of food additives, flavorings and technological aids to the requirements of the CU TR 029/2011 are conducted in the forms of:

  • Declaration of Conformity;
  • State registration;
  • State control (supervision).

Technical Regulations of the EEU 035/2014 "Technical regulations for tobacco products"

Technical Regulations of the EEU 035/2014 "Technical regulations for tobacco products" was adopted by the EEC Decision № 107 of 12, November 2014, and came into force on May 15, 2016.

Scope of application

CU TR 035/2014 applies to tobacco products imported into the territory of the Eurasian Economic Union.
The Technical Regulation does not apply to:

  • Tobacco samples imported by producers and/or importers (distributors) and destined for laboratory tests;
  • tobacco samples imported by organizers and/or participants of exhibitions;
  • tobacco products for export;
  • non-smoking tobacco products.

Assessment of conformity of tobacco products with the requirements CU TR 035/2014 is conducted in a form of Declaration of Conformity.

Technical Regulations of the EEU 037/2016 "On restriction of hazardous substances in electrical and radio electronics"

Technical Regulations of the EEU 037/2016 "On restriction of hazardous substances in electrical and radio electronics" was adopted by the CCU Decision №113 of October 18, 2016, and came into force on March 1, 2018.

Scope of application

The CU EEU 037/2016 establishes mandatory requirements on the territory of the Eurasian Economic Union restriction to use of hazardous substances in products of electrical and radio electronics.
This Technical Regulation includes following products:

  • Household equipment (refrigerators, dishwashing machines, vacuum cleaners, microwaves);
  • personal computers and technical devices connected to computers (for example, notebooks, tablets, eBook readers, printers, scanners, monitors, webcams, modems);
  • electronic means of communication (for example, phones, payphones, RFID tag, portable radio);
  • electric hand tools;
  • electro musical instruments;
  • lighting equipment;
  • playing machine;
  • cash registers, ticket-issuing machines, ID cards readers, ATMs, self-service terminals;
  • cables, wires, and cords for use at nominal voltage less than 500 AC and (or) DC, except fiber optic cables;
  • fire-alarm detectors.

The Technical Regulation does not cover following equipment:

  • high voltage electrical equipment;
  • technical devices are not intended for independent use (as their parts of other technical equipment);
  • electrical toys;
  • electrical and radio electronics are intended for use in space objects;
  • electric equipment for use on air, water, ground and underground transports;
  • storage batteryies;
  • pre-owned electrical and radio electronics;
  • measuring tools;
  • Medical products.

According to requirements of the CU EEU the following hazardous substances must not be contained in the electrical and electronics exceeded norms:

  • Lead;
  • mercury;
  • cadmium;
  • hexavalent chromium;
  • and etc.

Assessment of conformity of the equipment for electrical and radio electronics are conducted in a form of Certificate of Conformity.
