Technical Regulation of the Customs Union 013/2011 "On requirements to the motor and aviation gasoline, diesel and ship fuel, jet propulsion fuel and fuel oil"

Technical Regulation of the Customs Union 013/2011 "On requirements to the motor and aviation gasoline, diesel and ship fuel, jet propulsion fuel and fuel oil" was adopted by the CCU Decision № 826 on October 18, 2011, and came into force on December 31, 2012.

Scope of application

The CU TR 013/2011 apply to fuel released into circulation within the common customs territory of the EAEU:

  • motor gasoline;
  • diesel fuel;
  • heating oil;
  • jet engine fuel;
  • aviation fuel;
  • marine fuel;


The CU TR 013/2011 does not apply to:

  • fuel delivered according to a state defense order;
  • fuel exported to outside the common customs territory of the EAEU;
  • fuel stored in organization which ensured the safety of the state material reserves;
  • fuel for personal use in the oil fields and offshore platforms


The CU TR contains following terms and definitions:

Automotive and aviation fuel – liquid fuel for use in internal combustion engines with spark ignition.

Diesel fuel - liquid fuel for use in internal combustion engines with compression ignition.

Heating oil – fuel which is obtained from oil refining or as a result of secondary manufacturing process (boils out at a temperature above 360 ° C).

Marine fuel - liquid fuel used in marine power energy systems.

Jet fuel - liquid fuel for use in jet aircraft engines.

Confirmation of conformity

The confirmation of conformity of the the motor and aviation gasoline, diesel and ship fuel, jet propulsion fuel and fuel oil is carried out in the form of the Declaration of Conformity.
