Technical Regulation of the Customs Union 005/2011 "On packaging safety"

Technical Regulation of the Customs Union 005/2011 "On packaging safety" was adopted by the CCU Decision No 769 on August 16, 2011, and came into force on July 1, 2012.

Scope of application

The CU TR "On packaging safety" extend to all types of packaging (corking means) released into circulation on the customs territory of the EAEU.

Packaging is subdivided on the used materials into the following types:

  • metal;
  • polymeric;
  • paper and cardboard
  • glass;
  • wooden;
  • composite;
  • textile;
  • ceramic.


Closures is classified according to the used materials as follows:

  • metal;
  • cortical;
  • polymeric;
  • composite;
  • cardboard.


The CU TR 005/2011 doesn’t extend to packaging for medical devices, medicines, pharmaceutical products, tobacco products and dangerous goods.>

Confirmation of conformity

The packaging should undergo the procedure of confirmation of conformity in the form declaration (Declaration of Conformity).
