The Technical Regulation of the Eurasian Economic Union 044/2017 "On safety of packaged drinking water, including natural mineral water" was adopted by the Decision of the Board of the Eurasian Economic Commission dated June 23, 2017 No 45. Enters into force on January 1, 2019.

Scope of application
The Technical Regulation applies to:
a) Packaged drinking water classified as food products issued to the customs territory of EAEU for sale, including:
- Natural mineral water (including a table natural mineral water, natural mineral water and therapeutic natural mineral water);
- Blended drinking water;
- Processed drinking water;
- Natural drinking water;
- Drinking water for infant food;
- Artificially mineralized drinking water;
b) Processes of the production, storage, transportation, sales and utilization of packed drinking water.
The Technical regulation does not apply to:
- Relations arising from the geological studies, use and protection of the subsoil of the territories of the Member States of EAEU containing deposits of natural mineral water;
- Relations associated with the studies, use, development and protection of natural mineral water as a natural health resource;
- Relations associated with the name of the place of origin of the packed drinking water (including natural mineral water);
- Non-potable natural mineral water;
- Drinking water used by the authorities of Member States of the EAEU to provide the population in case of emergency;
- Drinking water used to provide the population with a centralized and decentralized water supply.
Definitions
- Artificially mineralized drinking water - water with a total mineralization of up to 2 g/dm3, derived from natural mineral or natural drinking water, with the addition of mineral salts;
- Blended drinking water - is water with a total mineralization up to 2 g/dm3 not associated with natural mineral water and natural drinking water, manufactured by mixing natural mineral and natural drinking water or by mixing only natural mineral water;
- Curative-medical natural mineral water - is natural mineral water with mineralization from 10 to 15 g/dm3 (rarely larger) or with mineralization of less than 10 g/dm3 granting biologically active components;
- Curative-medical natural mineral water - is natural mineral water with mineralization from 1 to 10 g/dm3 inclusive or with mineralization of less than 1 g/dm3 granting biologically active components;
- Processed drinking water - is water derived from various water withdrawals, processed for direct human consumption, and can naturally contain mineral substances or specially added mineral substances;
- Drinking water - water in its original condition or after processing;
- Natural drinking water - is water derived from surface waters or groundwater aquifers not associated with natural mineral water;
- Packed drinking water - drinking water that meets the requirements of the given technical regulation, placed in a package for sale or in a primary package of products in terms to sell to the final consumer.
Confirmation of conformity
Assessment of the conformity of the packed drinking water with the requirements of this Technical Regulation carries out in the following forms:
- Declaration of Conformity (packed drinking water)
- State registration (for drinking water for infants, the curative-medical and therapeutic natural mineral water).
